Why Did Thailand Legalize Gambling and Casinos?
Light House Denver – Thailand has recently approved a draft bill to legalize gambling and the development of casinos within the country. This decision marks a significant shift in the government’s approach to the entertainment and economic sectors, considering that nearly all forms of gambling were previously classified as illegal.
The Thai government stated that the legalization of gambling is aimed at boosting tourism, attracting foreign investment, and generating new job opportunities. In January, Prime Minister Paetongtarn Shinawatra explained that the new regulations would focus on developing large-scale entertainment complexes that incorporate casinos, hotels, shopping centers, and recreational areas.

The government also expects the legalization to curb illegal gambling activities, beyond serving as an economic driver. These activities have long been difficult for authorities to control. According to PM Paetongtarn, “Legalizing gambling will protect the public and also generate more state revenue.”
Thailand, known as one of Southeast Asia’s top tourist destinations, sees immense potential in this new policy. Deputy Finance Minister Julapun Amornvivat noted that legalized gambling could increase foreign tourist arrivals by 5% to 10%. In addition, tourism revenues could rise by an estimated 120 to 220 billion baht. This growth is also expected to create between 9,000 and 15,000 new jobs across supporting industries.
Other ASEAN nations such as Cambodia, Singapore, the Philippines, Laos, and Myanmar have already opened their doors to the casino industry. These countries have enjoyed increased national income through taxation and rising tourist numbers. The absence of legal casinos in Thailand has long been viewed as a missed economic opportunity.
Despite the potential benefits, the move still faces resistance, particularly from conservative groups in the predominantly Buddhist nation. Critics are concerned that legalized gambling may lead to negative social consequences, such as increased gambling addiction and family breakdowns.
Nonetheless, strong political backing from influential figures like Thaksin Shinawatra—father of PM Paetongtarn and a former prime minister—has given significant momentum to the policy. Thaksin is known as a major supporter of casino legalization, and his influence within the ruling party remains substantial.
